I'd say that from a gameplay and storytelling perspective, you want your creatures to be able to do their special thing fairly consistently, but still be open to defeat from other avenues. Now, if the question is, "how good should a creature be at a specific skill", that's more of a judgment call that isn't handled by the guidelines. If a creature has good saves, that should factor into its defensive rating. Better to have a line for attack bonuses, based on the number indicated in the table, and a line for saves. Proficiency bonus doesn't matter a massive amount unless your creature is going to make a lot of skill checks.
